Governance across Africa's 54 states varies greatly, with some governments demonstrating excellent leadership while others struggle with administrative responsibilities.
The dynamic character of government across the African continent was highlighted in the Ibrahim Index of African Governance (IIAG), which assesses governance performance in each African country over the latest available ten-year period.
This report revealed that 33 African countries have improved their general administration within the last ten years, while the remaining 21 countries haven't, despite how high or low their governments rank.
The 33 countries represent over half (52.1%) of the continent's population, conversely, the 21 countries account for 47.9% of the continent's population.
The report is based on 322 variables clustered in 96 indicators, organized under 16 sub-categories and four main categories: Security & Rule of Law; Participation, Rights & Inclusion; Foundations for Economic Opportunity; and Human Development.
Its findings point out that Africa is making headway in the subcategories pertaining to human and economic development.
However, security and the rule of law have declined, which highlights a major issue in Africa: the capacity of countries to maintain public safety, uphold the rule of law, and create a stable climate conducive to development.
“77.9% of Africa’s population live in 43 countries where Security & Safety declined between 2014 and 2023 – with over half (53.9%) living in 26 countries experiencing increasing deterioration over the last five years,” the report states.
Additionally, as per the report, 80.3% of Africans reside in 38 nations where human rights have declined since 2014, with over 50% of them residing in 16 nations where conditions have become worse more quickly since 2019.

This list is not an overall rank of government strength, but how low the governance levels have fallen.
